In November 2025, the Monterey County Water Resources Agency’s Board of Directors approved a change to its bylaws that resulted in a merger of the Reservoir Operations Advisory Committee (ROAC) and the Basin Management Advisory Committee (BMAC) into a single Water Resources Advisory Committee (WRAC). The WRAC will review the Agency’s operation of the Nacimiento and San Antonio Dams and Reservoirs, the Salinas Valley Water Project, and the resultant effects upon the Salinas Valley Groundwater Basin, including its hydrologic conditions.

An application process for the WRAC is open from
January 5, 2026 through January 30, 2026.

Appointments to the WRAC will be made by the Chair of the Board of Directors in February 2026 and the first meeting of the WRAC is expected to occur that same month. WRAC meetings will be held on the last Thursday of each month at 1:30 PM.

The WRAC will consist of up to fifteen members: four members from the Board of Directors; one representative from a Salinas Valley city; one representative each from the Pressure, East Side, Forebay, and Upper Valley groundwater subareas; one representative from the San Luis Obispo County Public Works Department; one representative from the Monterey County Public Works, Facilities, and Parks Department; one representative from the Nacimiento Regional Water Management Advisory Committee; and three members of the public-at-large.
