According to the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA), demand management is a tool to achieve long-term groundwater sustainability. Demand management involves actively overseeing net groundwater extraction to maintain balance across the Salinas Valley basin. This approach can be applied in tandem with other groundwater recharge programs to encourage resilient water supply in the Salinas Valley.

Under the Sustainable Groundwater Management Act (SGMA), the SVBGSA is responsible for managing the water needs of six groundwater subbasins, like the loss of groundwater storage.

This September 2025 executive summary from the SVBGSA provides an overview of this Framework.

This additional SVBGSA report details the Demand Management Framework and was shared at the SVBGSA Board of Directors meeting on October 9, 2025. The SVBGSA describes this Framework as a planning tool that provides a structure for evaluating, prioritizing and implementing measures to meet SGMA requirements.

The Salinas Valley Water Coalition submitted this letter to the SVBGSA Board of Directors in advance of their October 9 meeting. This letter detailed SVWC’s concerns: “We understand that it may be more internally efficient to adopt one DM Framework for all of the subbasins, but each differs hydrologically, operationally and legally and have different and varying needs that must be met.” Read more here.
